A damning investigation into the theft of crown jewels from the Louvre museum in October has revealed that the thieves narrowly escaped capture by a mere 30 seconds, thanks to a series of avoidable security failures at the Paris institution. The probe, which was commissioned by the culture ministry following the embarrassing daylight heist, highlighted systemic security gaps that allowed the intruders to break in and escape undetected, resulting in the loss of jewels estimated to be worth $102 million.

According to the investigation, which was presented at the French Senate's Culture Commission, numerous technical and operational failures contributed to the incident. Only one of the two security cameras near the break-in site was operational on the morning of Sunday, October 19. Furthermore, security agents in the control room lacked sufficient screens to monitor the camera feeds in real-time. Compounding these issues, a lack of coordination resulted in police being dispatched to the wrong location once the alarm was triggered.

The investigation head, Noel Corbin, told senators that a window of just 30 seconds separated the thieves' escape from the arrival of law enforcement and private security guards. "Give or take 30 seconds, the Securitas guards or the police officers in a car could have prevented the thieves from escaping," Corbin stated. He emphasized that relatively simple measures, such as installing a modern CCTV system, using more resistant glass in the door cut open by the thieves, or improving internal coordination, could have prevented the heist entirely.

The report highlighted that management had been aware of major security vulnerabilities for nearly a decade, yet failed to implement necessary changes. A 2019 audit conducted by experts from the jewellery company Van Cleef & Arpels specifically identified the riverside balcony targeted by the thieves as a "weak point" easily accessible with an extendable ladder—precisely how the robbery was carried out. Corbin confirmed that current Louvre director Laurence des Cars, appointed in 2021, was unaware of this audit, which was ordered by her predecessor, Jean-Luc Martinez. "The recommendations were not acted on and they would have enabled us to avoid this robbery," Corbin stated, citing a lack of coordination between government-appointed administrators.

The findings of the investigation are expected to increase pressure on Laurence des Cars, the first woman to hold the director role, who was appointed by President Emmanuel Macron. Questions have swirled since the break-in about why the world's most-visited museum and national treasure appeared so poorly protected. The incident has prompted inquiries by France's lower house of parliament and the Senate, where both des Cars and Martinez are scheduled to be questioned next week. Last month, France's state auditor criticized the museum for prioritizing "high-profile and attractive operations" over security upgrades, which were implemented at a "woefully inadequate pace."

Guy Tubiana, a security advisor at the culture ministry and participant in the investigation, expressed his shock at the findings. Tubiana told senators he was "stunned" by what he discovered at the museum, noting, "There was a succession of malfunctions that led to catastrophe but I never would have thought the Louvre could have so many malfunctions." The ongoing security concerns have also contributed to internal unrest; staff at the Louvre are set to go on strike on Monday to demand management address issues of understaffing and overcrowding. Adding to the museum's recent troubles, a separate incident in late November revealed a water leak in the Egyptian department that damaged 300 to 400 documents and books.
