China's ShyaHsin Packaging Invests 16.86 Million Euros in Portuguese Cosmetics Packaging Facility

Chinese company ShyaHsin Packaging is making a significant stride into the European market with an investment of 16.86 million euros to establish a state-of-the-art production facility for high-quality cosmetics packaging in Portugal. This strategic move, facilitated by AICEP (Agência para o Investimento e Comércio Externo de Portugal), indicates a strong commitment to expanding its global footprint. The Kunshan, China-based company is also expected to secure various tax benefits, further cementing its presence through an investment contract with AICEP.

The new Portuguese factory, which is already in an advanced stage of construction in Maceira, is slated for completion by October 31, 2026. ShyaHsin Packaging specializes in the comprehensive development, design, and manufacture of a wide range of cosmetics packaging, including solutions for mascara, lip gloss, lipsticks, compact powder, brushes, and nail varnish. The facility aims to serve major cosmetics industry players, including notable brands like L’Oréal, as previously announced by the Mayor of Leiria, Gonçalo Lopes, who highlighted the factory's significance in the region.

This substantial investment has garnered considerable support, being deemed of "strategic interest to the national economy or to a particular region" by an order from the Minister for the Economy and Territorial Cohesion. The project will benefit from a 17% investment incentive, fully eligible for European funding, and an additional 2.86 million euros in support from the Compete 2030 programme. AICEP’s analysis confirmed that the project meets the necessary conditions for these financial incentives, underscoring its perceived value to the Portuguese economy.

According to the project description, the primary goal of this new production unit is to streamline the supply of high-end cosmetics packaging products to the European market. More broadly, it serves as a fundamental component of the SHP Group's overarching strategy to solidify its position as a global leader within the sector. Establishing a European manufacturing base will enhance efficiency and responsiveness to market demands across the continent.

The SHP Group, founded in 1970, brings over 50 years of specialized expertise in cosmetics packaging production to Portugal. The company currently operates four factories worldwide, with two located in China and two in Mexico. This expansion into Portugal represents a significant geographical diversification, reinforcing its global manufacturing and supply capabilities and enabling it to better serve its international clientele with innovative and high-quality packaging solutions.
