Italy Puts New Tax on Cheap Foreign Imports to Protect Fashion Industry
Italy is actively pursuing the implementation of a new tax on low-value postal packages originating from non-European Union countries. This strategic move, confirmed by politicians, is primarily aimed at fortifying its vital fashion industry against a surge of low-cost foreign imports, predominantly from China. The measure seeks to create a more equitable market environment, safeguarding one of Italy's most significant economic sectors from what it perceives as unfair competition.
The proposed taxation specifically targets major online retail platforms such as Shein and Temu, among others, which have become conduits for a vast volume of inexpensive goods entering the European market. By introducing this levy, Italian authorities intend to mitigate the competitive disadvantage faced by domestic producers, ensuring that local businesses operating within the country's stringent regulatory and tax frameworks are not undermined by goods that currently enter with minimal or no taxation.
Under the plans outlined by Italy's ruling parties, the levy would apply to consignments valued at less than 150 euros (approximately $175). This threshold aligns closely with a similar proposal currently under discussion at a broader European Union level, indicating a potential harmonized approach across the bloc. The formalization of this measure is anticipated in the coming weeks, expected to be introduced as an amendment to Italy's budget for the next year.
The urgency behind such measures is underscored by recent data illustrating the sheer volume of low-value parcels entering the EU. In 2024, EU customs authorities processed an estimated 4.6 billion low-value packages purchased online. A staggering 91% of these shipments originated from China, representing a dramatic increase—double the figure recorded in 2023. This exponential growth highlights the scale of the challenge and the economic impact on local industries across the European Union.
