UK Textiles Pact Falls Behind Goals as Production Surges Prompt Urgent Roadmap Revision

The Waste & Resources Action Programme (WRAP), a leading eco group, has unveiled the latest assessment of the UK textiles industry's journey towards the ambitious targets set by the ‘UK Textiles Pact’. This pact aims for a significant 50% reduction in carbon emissions and a 30% reduction in water usage by the year 2030. However, the recent findings paint a concerning picture, indicating that current progress is falling short of these crucial environmental milestones.

While the report highlights some positive shifts, noting a 6% decrease in carbon and a 9% reduction in water use per tonne of textiles compared to 2019 levels, this progress has been entirely overshadowed by a substantial increase in overall production. WRAP issued stark warnings about the continued growth in new product manufacturing. With a 17% surge in textiles available for sale in 2024 compared to 2019, the Pact’s total carbon footprint has paradoxically risen by 10%, and water consumption is up by 7%. This stark reality underscores the "radical transformation" desperately needed to meet the ambitious 2030 targets.

In response to these concerning results, WRAP engaged in "urgent talks with signatories" to identify the systemic barriers hindering the necessary scale and speed of progress. These discussions have culminated in the development of a new UK Textiles Pact Roadmap. This updated strategy is designed to establish "a new direction for the sector through collaboration," aiming to reverse the detrimental environmental impact of the textiles industry.

The new Roadmap introduces several key strategic shifts. It will concentrate efforts on the most impactful actions by implementing new indicators, thereby allowing signatories to "reduce time deciding what to do and increase time acting." It also promotes greater flexibility, offering a framework that enables businesses to "lean harder into some indicators relative to others in accordance with their individual business needs," ensuring that collective efforts still contribute to the Pact's shared targets. Furthermore, a crucial new workstream dedicated to ‘Supply Chain Decarbonisation’ will specifically target upstream emissions, addressing environmental impacts earlier in the production process.

Catherine David, CEO at WRAP, acknowledged the inherent challenge. She stated, “The Textiles sector is as fizzing with innovation and new thinking as ever. As a sector we face a huge challenge: how to decouple commercial growth from the use of carbon and water-intensive primary materials, and make the transition to Circular Living – with better products and services for consumers.” David also expressed optimism, noting that through the UK Textiles Pact, "game-changing advances in the technologies and business models of the future" are emerging, with new collaborations turning niche practices into mainstream consumer behaviour. She concluded that the new Roadmap provides "updated tools and pathways for the next phase of circular growth," aiming to "crack the systemic challenges" and "provide rocket fuel to the innovations" needed to achieve environmental goals and foster a thriving industry.

Adding her support, Circular Economy Minister Mary Creagh affirmed the government's commitment: “We are committed to moving towards a circular economy where waste is cut and resources are valued; fashion should not cost the Earth.” She emphasized that the Circular Economy Strategy will bolster growth in the sustainable textiles sector and welcomed the updated UK Textiles Pact Roadmap as a vital step in driving climate action, circular innovation, and promoting reuse and repair. Creagh concluded by inviting businesses to join this journey, stating, “WRAP’s new Roadmap sets a plan for achieving true circularity in the industry and we welcome the opportunity to work with as many businesses as possible to join us on this journey.”
